[:en] The main mission of the Consortium is the optimised management of waste from the fashion world, anticipating regulatory decisions on the recycling of fashion products and providing a concrete tool for implementing the industrial activity of all segments of the entire supply chain with a view to active environmental sustainability. The initiative was already anticipated, in general terms, last November by SMI President Sergio Tamborini, during a hearing of the Parliamentary Commission of Inquiry on illegal activities related to the waste cycle. The Statute of the Consortium outlines the role of SMI and the Italian Textile Foundation, which as founding members and promoters, is to guarantee the strategic direction: a voluntary collective system of Extended Producer Responsibility (EPR) formed exclusively by production companies in the sector, initially associated with Sistema Moda Italia – to competently and efficiently manage post-consumer waste, while pursuing the regulatory obligations that will result from the future introduction of an EPR regime in Italy. RETEX.GREEN is already preparing to become a decisive support to achieve a higher level of sustainability of the supply chain through the creation of an extremely qualified network of suppliers, who will deal with all the phases related to the collection, selection and sorting, start-up for reuse, recycling and valorisation of waste from textile, clothing, footwear and leather goods products. The team of operating partners will be created and controlled by a “general contractor for waste management” who will have the task of selecting and controlling the best operators for the creation of a fashion supply chain that is as circular as possible. The Consortium will thus become a tool that, by pooling the skills and know-how of Made in Italy producers, will enable a decisive improvement in reuse and recycling, in measurable and quantified terms, according to strict reporting models inspired by maximum transparency. According to the will of the association system, the primary value of the Consortium will be the adoption of “best practices” related to transparency and legality of waste management. The collective system will be made up exclusively of producers in the Made in Italy fashion supply chain, in which value enhancement is closely linked to intangible components: ethics and legality are therefore increasingly a fundamental discriminating factor. These values must permeate every link in the chain and also include all post-consumer activities. The Consortium’s activities will focus on – carrying out, quantitatively maximising and qualitatively improving the separate collection and management of waste from the clothing, footwear and leather goods industries and, more generally, increasing the environmental and social sustainability of the supply chain, starting with the production, distribution and consumption cycles of the fashion products from which the waste is derived; – to promote waste prevention, industrial symbiosis, and the production and use of recycled materials among its members, as well as circular economy projects in the broadest sense, in order to maximise the recovery of the valuable resources contained in waste and limit recourse to disposal; – to support members in all administrative practices and in the information, communication, declaration, registration and authorisation requirements laid down by environmental legislation for them; – carry out all further activities prearranged and functional to those indicated, including: communication, environmental education, information, planning, research and development, eco-design, as well as consultancy, administrative, commercial and logistical activities; – thanks to the authoritative nature of the association system that promoted it and inspires and supports its development, to initiate and maintain institutional relations, also on behalf of its members, with the various stakeholders in the supply chain, interacting with the Ministries and other competent Public Administrations, with the trade associations of the operators that participate in various ways in the supply chain, with other organisations with similar aims, with public and private operators and with other parties involved, also through programme contracts and/or memoranda of understanding. In the position paper that SMI addressed to the Ministry of Ecological Transition in November 2021, the association system and the Consortium hope and work with the institutions to ensure that PNRR resources are also directed to the start-up of EPR systems – Recycling Hubs, set up by far-sighted producers, through programme contracts that implement, in a horizontal manner, the expansion of the collection network and the diversification of waste management solutions. The responsible and programmed use of PNRR resources is a priority that cannot be disregarded. On the one hand, it makes it possible to avoid the dispersion of resources in uncoordinated, haphazard measures, and on the other to enhance and make operational and profitable the most advanced initiatives with a view to a true circular economy in Italian fashion and beyond.
