[:en]New SASO 2025 import regulations for Saudi Arabia: what changes and how to be prepared[:it]Nuove normative SASO 2025 per l’import in Arabia Saudita: cosa cambia e come prepararsi[:]
[:en]
Starting in 2025, Saudi Arabia will implement significant changes to its product import compliance procedures, directly impacting all exporting companies.
Farewell to the “Letter of Undertaking”
Until now, it was possible to temporarily access the Saudi market through the “Letter of Undertaking,” which allowed the importation of certain goods without full certification.
As of 2025, this practice will no longer be permitted.
Key Changes:
-
Mandatory full certification required for all products prior to import.
-
Increased transparency and safety in the control processes.
-
Elimination of loopholes for potentially non-compliant products.
-
Uniform standards: both local and imported products will be subject to the same strict requirements.
Who is responsible?
The regulatory authority is SASO – Saudi Standards, Metrology and Quality Organization.
Within 90 days of the publication of the new regulations, Implementing Regulations (IRs) will be issued to define the detailed compliance procedures.
What should companies do?
To maintain access to the Saudi market without disruptions, companies must:
-
Verify that their products comply with SASO standards.
-
Obtain the following certificates:
-
PCoC – Product Certificate of Conformity:
Must be obtained before production or export. Issued by an accredited body registered in the SABER system. -
SCoC – Shipment Certificate of Conformity:
Must be obtained before shipping. Mandatory for each product batch.
-
-
Update internal procedures to align with the new regulations.
-
Monitor the release of the Implementing Regulations (IRs) in the coming months.
-
Work with accredited certification bodies for compliance management.
For further information
Companies are encouraged to closely monitor the release of the Implementing Regulations (IRs) and ensure that their products fully comply with SASO standards.

Addio alla “Letter of Undertaking”
-
Stesso standard per tutti: prodotti locali e importati saranno soggetti agli stessi requisiti rigorosi.
Chi è responsabile?
L’ente regolatore è la SASO – Saudi Standards, Metrology and Quality Organization.
-
Ottenere i seguenti certificati:
-
-
SCoC – Shipment Certificate of Conformity: da ottenere prima della spedizione. Obbligatorio per ogni lotto di prodotto.
-
-
